Statutes

The statutes of FÖSS, followed by the statutes of the youth section.

1 § Name

The name of the association is Finlands öar rf – Suomen saaret ry.

2 § Residence

The residence of the association is the municipality of Velkua.

3 § Object and forms of activity

The object of the association is, as a public utility and non-profit organisation, to advance the interests and cooperation of the small islands of Finland both at national and international levels, as well as to secure a positive regionaldevelopment.

4 § Membership dues

The members of the association are obliged to pay membership dues according to the decision of the annual general meeting.

5 § Board of management

The board of management of the association constitutes of a chairperson and of at least seven and at the most fifteen members, elected by the annual general meeting. A personal deputy is elected for each member of the Board.

The idea is to elect the members of the Board in such a way that they represent equitably the insular regions of the country, including the islands of the Ă…land archipelago lacking a settled road connection.

The term of office of the chairperson is one year.

The Board of the association elects a vice chairperson from among its members.

The term of office of the members of the Board, and of their deputies is two years.

Annually half of the members and of their deputies are next on the list to retire.

The number of auditors to be elected is one, with one deputy, the term of office of them being one year.

The Board selects either from among its members or from among non-members a secretary and a treasurer.

6 § Accounting period

The accounting period of the association is a calendar year.

7 § Audit and discharge

The annual general meeting elects both the board of management and the auditors, authenticates the final accounts, and releases the Board from liability.

8 § Annual general meeting

The annual general meeting of the association is to be organised during the month of March, the term of summons being fourteen days. The summons is announced on the electronic bulletin board; it is also forwarded to the members by means of e-mail or by means of ordinary mail to the address notifyed by the member.

9 § Dissolution of association

The assets of the association must be used for development purposes in the context of Finnish islands in a way decided by the annual general meeting, in case the association is dissolved or abolished.

10 § Language

The working languages of the association are both Finnish and Swedish, the language of registration and minutes being, however, Finnish.

11 § Youth section

The association has set up a youth section, for which a separate set of statutes will be established.

12 § Receiving of donations

The association may receive bequests, donations and real property.

13 § Meetings of association

The annual general meeting of the association resolves issues listed in § 23 of the Associations Act.

14 § Signature holders

The chairperson of the association is entitled to sign for the association. Also the right to sign for the association stays with a person who separately has been entitled by the Board.

15 § Membership

The ordinary membership of the association may be acquired by private persons, organisations and foundations, as stipulated in § 10, clause 1 of the Associations Act.

The association may also have passive members without voting right, but with right to be heard.

Each ordinary member possesses one vote at the annual general meeting.

If a member of the association fails to pay his or her annual membership dues, he or she will lose his or her voting right until the membership dues are paid.

The Board of the association admits into membership new candidates on the basis of a separate application.

The members are to agree to the objects of the association, and to pledge themselves to them.

The statutes of the youth section

1 §

The youth section functions as a contributory organ of FÖSS.

2 §

Each member of the FÖSS administrative board nominates a candidate from his or her area of residence to the youth section and the administrative board takes the final decision. Thus, the number of members in the youth section will equal the number of members in the FÖSS administrative board. A candidate must be at least 16 years of age, he or she has to be a representative of an island or an archipelago which is not connected by a bridge to the mainland.

3 §

The administrative board of FÖSS elects the chairperson of the section, while the section elects a secretary and a vice chairperson among its members.

4 §

The youth section makes an annual plan of its own, to be passed over to the FÖSS administrative board for adoption.

5 §

The section may set up work groups and nominate representatives to them outside the administrative board.

6 §

The section presents its own annual report to the annual general meeting of the society.

7 §

The youth section may take initiatives autonomously on issues concerning young people, present statements and make proposals to FÖSS.

8 §

The youth section may cooperate internationally.

9 §

The section meets as found necessary.

10 §

The working languages of the youth section are Finnish and Swedish.

11 §

The chairperson of the youth section has the status of an elected member of the administrative board of FÖSS.
