Project guide

Currently, various development plans and projects must be given a fairly central role in connection with insular development work. The same is true regarding rural areas as a whole.

By definition, a project is an entity of tasks of a limited duration, and with resources that are clearly defined. A good example of the project world concepts is presented, for example, in the EU-dictionary (available in Finnish and Swedish) published by the Regional Council of Ostrobothnia.

The status of developments with respect to the archipelago

Financing for various projects can nowadays be sought from more sources than perhaps ever before. Making out project plans, however, is a time-consuming process and calls for know-how. Since many of the financiers are mainly interested in large-scale projects, representatives of small islands are facing problematic tasks. The solution is to start networking and to create larger entities by combining several small projects. Cooperation is required, since nobody will be able to meet the ends alone for a longer period of time. This is a fact in terms of both national and international project cooperation.

The local inhabitants, as well as business enterprises, societies and other actors are responsible for island development projects in case no other quarter attends to them.

So far investing in the planning of the small islands' future has not gained a major interest. FÖSS will thus act, inter alia, in remedying this shortcoming.

Sources covering financing and guidance

FÖSS has as one of its goals to further the possibilities of insular inhabitants to exploit in a best possible way various national and international sources of financing aiming at island development.

As far as we know, there exist in Finland no separate, fully covering information packages about the sources of financing available to insular people. This information can be found scattered in various locations on the web sites of provincial organisations, federations o municipalities, municipal communes and development societies, but also on those of government authorities.

Consequently, we have made an effort to put together on this site links to available sources of financing in different parts of the country. Included are both national and EU-actors. We have also included information on contact points which are able to provide authoritative assistance in practice. It is true also that more and more often commercial consultants offer their services in taking care of the so called application bureaucracy, in that case in exchange for payment, naturally.

National action groups, Leader

The national action groups offer financing through the Leader programme to minor projects at the grassroots level.

Please note: Most of the following sites have at least short summaries in English, even though the majority of the content is in Finnish and in some cases also in Swedish.
